Deputy John Gollop was also present. 2.Aplogies Peter Keeling, Jenny Hooper, Sharon Hartley, Catherine Hall, Jackie Tebbutt, Jenny Browning, George de Cartaret 3.Matters Arising. Covered elsewhere 4.Subgroup reports; Access. Dave Purdy was pleased to report that the sub group had made progress with the architect re the new location for the Post Office in Smith Street. Several recommendations re ramps and doorways had been taken on board as well as alterations to height of counters and the addition of a loop system. Signage was also discussed and the architect assured the group that she would pass on the information to her colleagues for future developments. A parking space for use of people with a disability and dropped curbs was under discussion with Greg Yeoman. The New Post office building is not in an ideal location for easy access and Greg is not sure how many of the groups suggestions can be fully accommodated but he assured the GDA of his intention to use his best efforts. The new post office is due to open on 13th October. It was suggested that contact details for the forum should be placed in the telephone directory, for the present time the HIEG number was adequate. . Dave Purdy is now monitoring planning notices in the Press as according to Andy Mauger (re discussion at a previous GDA Meeting) in his view, recommendations should be made prior to discussion by building control. Support. W.Beaven had asked Stephen Williams of Guernsey Housing association to talk to the User Group, as housing had been highlighted as a major issue of the GDA it had been decided to combine this meeting with the support sub group. The meeting was very useful. The issues raised were the desperate need for a range of accommodation for disabled people to enable varying levels of independent and supported living. It was felt that a purpose built facility for young disabled people was urgently needed as at present they are housed in residential/nursing homes for the elderly. Respite facilities were also required. Stephen Williams suggested that statistical evidence would be needed to make long term appraisals of need, but stressed that Guernsey Housing could not be involved with care. This would need to come from other areas, which would involve community care. Assessment of need of other groups would need to be explored, as at the present time the user group is not fully representational of all disabilities. P.R. ShelaineGreen has been researching Logos. A selection was shown to the group. More needs to be done, but members congratulated her on the work in progress. In line with the GDAs agreed P.R. priority, Shelaine presented a draft of the Information for Deputies leaflet. It was discussed that these could be handed out to states members at the next sitting. Photographs and further DTP work is needed. Legal. The documentation for the proposed tender has been drawn up. Hunter Adam Health Minister has agreed in principle and has sent a letter of support, which was required by Lloyds TSB. 5.Discussion on plan for presentation to Social Policy Group meeting 3rd October. Rob Platts outlined his presentation. Shelaine Green, Nick Humphries Dave Purdy and Wendy Beaven will attend. It was suggested that although there is much the GDA wants the States to consider, Rob should limit the groups requests so that our messages are not lost in a mass of detail and so that we are asking to influence only those matters that are within the remit of the Social Policies Group. It was agreed we should request; That the States appoint a Disability Champion to lead all States departments and to change attitudes towards disability and disabled people. This Champion could perhaps be a candidate for Chair or Vice Chair of the States Members Disability Forum Group. This person needs to be a person who is widely respected and must have sufficient authority to effect change. That the States commit to changing attitudes towards disability both within the States and within business and the wider community. That the States commit to ratification of the United Nations Convention on the rights of persons with disabilities That the States commit to assisting the groups research into disability on Guernsey. 6.Result of review of sub-group structure and work. The Sub group system will be discontinued as it was virtually all the same members populating each group. Instead, until further volunteers come forward, joint meetings will take place. Outside of these joint Executive style meetings, the Heads of P.R., Support and Services, Legal etc will work with other members or experts as necessary. 7. Logo. Discussed above. 8. AOB. Dave Purdy has agreed to nomination for V Chair. Proposed A. Reece Sheerin, Seconded R Platts. Agreed Unanimously. Rob Platts welcomed Dave to the Vice Chair position and thanked him for all his work to date. Wheel Chair report. Joy Battle has now presented the report to the Board who seem to support the recommendations, but require more information. R Platts read out the letter to David Hughes which details the GDAs response to the wheelchair report. Rob Platts thanked those members who had contributed to the response. N.B. The chairman cautions that this report is still an internal HSSD document that the GDA has been privileged to be able to study and consider and that the contents of the report should, for the time being, remain confidential. A short discussion ensued regarding the introduction of a web site. As this would cause problems with updating this was not possible at present although a member of the GDA may be interested in being trained. This to be investigated. Fundraising. It was generally felt that this was not appropriate although funding was required. W.B to ask MGH if HSSD will continue to support as at present the bulk of the costs were being borne by HIEG. 9.
